In 2003, The Connecticut Association of Public School ESOL Administrators (CAPSEA) and The Public Association of Bilingual Education Administrators (PABEA) combined into one state-wide organization with the purpose of ensuring increase in the effectiveness of service to each and every Multilingual Learner (ML), Pre-K to Adult in the State of Connecticut.
Mission Statement
CAPELL is committed to successful outcomes for Multilingual Learners (MLs) through advocacy and collaboration with state and district leaders, families and community partners, and educators. We promote and implement policies and best practices in teaching and learning that facilitate opportunities for equitable access for Multilingual Learners (MLs). Our work fosters independence, agency, social-emotional well-being, and high achievement in our students during their school experience and beyond.
